Our Moment

White Marsh is Baltimore County’s eastern gateway defined by its location at the crossroads of I-95 and I-695, with unmatched access to the region and beyond.

For decades, White Marsh was anchored by its mall and the Avenue, drawing shoppers from across central Maryland. Today those anchors have faded. The mall is dying, and the Avenue is a disjointed oasis that has potential to be so much more.

All of White Marsh holds enormous potential. The eastern side includes some of the most significant redevelopment sites in the county: a 400-acre inactive quarry, the former Lockheed Martin property, Martin State Airport, Fort Howard and Turner Station. Together, these sites form a corridor with the scale to drive a renewed future for the region. A future rooted in the past we grew up with where our communities were interconnected, where there are fewer cars and more access to the clean, natural waterfront.  

Our Mission

With thoughtful planning, White Marsh can become the county’s premier example of a vibrant town center with green space, alleyways and human-scale architecture that reflects community character rather than erases it.

A new chapter for White Marsh starts by transforming sprawling mall space into a mixed-use community with housing, retail and public spaces designed for people, not parking lots. Our small area plan will redevelop the quarry, Martin State Airport, Fort Howard and Turner Station through a unified regional vision in collaboration with the community, the state and investors in a true public-private partnership using a proactive strategic approach. 

This transformation will be anchored by linking White Marsh to the county and region with MARC, shuttles and multimodal improvements. Furthermore, we will adapt lessons from Greenleigh at Crossroads to incorporate alleys, green space and walkability to prove suburban communities can embrace human-centered designs without losing their character.

White Marsh can become the centerpiece of Baltimore County’s future: a walkable, connected and vibrant town center that anchors the east side, drives new investment and proves that revitalization can serve both people and place.
